Catering Establishment License

Employ Even One Person in Food Service? This Act Applies to You.

In Tamil Nadu, every restaurant, hotel, canteen, and catering operation answers to one foundational legal framework: The Catering Establishment Act of 1958. Six decades old and still rigorously enforced today, this landmark legislation has outlasted every food trend, every business model, and every generation of restaurateurs — because what it protects never goes out of date: the people who cook, serve, and clean in your establishment.

The Act creates specific, non-negotiable requirements for employee protection, wage management, and business operations, and it applies to every food service format — restaurants and QSRs, hotels, cloud kitchens, canteens and food courts, cafes and bakeries, and event catering services. The threshold is one. If you employ even a single person in food service operations, you are legally subject to this Act
— from their first day of work, not yours.

Compliance Lives in the Paperwork — Every Form, Every Register, Every Display.

To ensure full statutory adherence to the Catering Establishment Act, businesses must maintain a rigorous framework of documentation, operational transparency, and workplace safety. Under these guidelines, establishments are required to prominently display employee working hours, rest intervals, and weekly holidays via Form XV. Workforce management necessitates the diligent maintenance of specialized registers for employment (Form XIX), wages (Form XX), fines and deductions (Form XXI), and social security benefits (Form XXII), while ensuring that formal wage slips (Form XVII) are issued to every employee. 5 festival holidays are to be granted to employees annually, and the list has to be submitted to the Assistant Inspector in the required forms (Form IV-A and Form IV-B). Form IV-C, which contains the approved 5 festival holidays, has to be displayed in a prominent place for employees to read.

Beyond the Registers — Safety You Provide, Transparency You Display.

Beyond administrative record-keeping, the guidelines mandate a strong commitment to occupational health and safety. This includes the provision of accessible fire-fighting equipment, a well-stocked first-aid kit, and the maintenance of a Visit Book to document official inspections. Furthermore, all staff employed for over one month must obtain a Medical Fitness Certificate (Form V). For public transparency and local compliance, an abstract of the Act must be displayed in both English and Tamil, and the establishment’s official name board must feature the Tamil designation in a larger font positioned above all other languages. Form IV-E, containing the National and Festival holidays for the year, has to be displayed prominently and must be submitted to the Assistant Inspector at the beginning of the year.

It Expires Every December 31st — With BSM, That Date Never Worries You.

The Catering Establishment License is valid for exactly one calendar year — January 1st through December 31st — and it expires automatically at 11:59 PM on December 31st. No grace period. No quiet extension. Operating for even a single day past expiry without valid renewal is a criminal offense, carrying severe personal and business liability. Now look back above para in which: the registers, the forms, the displays, the submissions to the Assistant Inspector all of it must be current, accurate, and renewal-ready, every single year. Managing this alone while running a busy kitchen is how deadlines get missed and penalties get paid. This is where BSM transforms your compliance burden into peace of mind. We handle your complete Catering Establishment License registration, maintenance, and renewal — every register maintained, every form filed on time, every December 31st renewed before you ever think about it. You gain confidence knowing your employee records, wage slips, and statutory compliance are expertly maintained and officially verified. Your team serves the customers. BSM serves the deadline.
